Two ordinances were adopted on second reading: one revising the city's planning and zoning code, specifically chapters on permits and approvals and residential districts (Ordinance 1045), and another amending the Village Specific Plan 204 (Ordinance 1046). An ordinance adopting logistics use facilities mitigation measures negotiated with the California Attorney General's Office received its first reading and will return for second reading at a future meeting. The council considered a flag design recommended by the Environmental and Historical Preservation Commission for adoption as the official city flag, and considered proposed Hall of Fame guidelines and criteria. A five-year service agreement with TK Elevator for elevator and wheelchair lift installation, maintenance, repair, testing and certification at city-owned facilities was approved, not to exceed $350,000. Drainage and infrastructure agreements were approved: one for Moreno Master Drainage Plan work on Morrison Street from Brodiaea Avenue to Cactus Avenue and from west of Morrison Street to east of Blue Ribbon Lane; another for a detention basin project located east of Merwin Street between Bay Avenue and Alessandro Boulevard in the World Logistics Center Specific Plan. Roadway improvements were added to the capital plan for segments of Box Springs Road and Kitching Street and two segments of Cottonwood Avenue. The council designated delegates to the League of California Cities annual conference and approved international travel for one council member. Speakers on consent items are limited to three minutes total; speakers on public hearings and general business items are limited to three minutes per speaker.
