Moreno Valley: City Council Regular Meeting — Tue, Sep 1, 2026

The council will continue a public hearing on amendments to the Circulation Element and truck route ordinance under state laws AB 98 and SB 415. A second hearing addresses a municipal code update adopting the 2026 Stephens' Kangaroo Rat habitat conservation mitigation fee established by the Riverside County Habitat Conservation Agency. The council will also hear an appeal of the Planning Commission's denial of a conditional use permit for a 130,764 square-foot self-storage facility. Among consent items, the council will adopt an ordinance on logistics use facilities mitigation measures negotiated with the California Attorney General's office, approve a landscape and irrigation maintenance services agreement with Mariposa Landscapes, Inc. for $854,587 with up to four one-year extension options, and authorize a $225,000 contract with Yamada Enterprises for furnishings at the Lakeshore Village Branch Library. The council will also accept a Caltrans Sustainable Transportation Planning Grant of up to $265,592 with a local match of $34,410 for a vehicle miles traveled reduction and mitigation fee program. Other consent agenda items include extending the Business and Employment Resource Center lease at TownGate Center, annexations into three community facilities districts, and approval of the Fiscal Year 2026/27 sponsorship program for $60,000.
