The City Council will consider updates to building codes this week, including a revised fee structure for Stephens' Kangaroo Rat habitat conservation that affects development projects across Moreno Valley. The Planning Commission will hold a public hearing Friday on a conditional use permit for a commercial cannabis dispensary in an existing shopping center. Both meetings are open to public comment.

The Moreno Valley Public Library system continues its full slate of programs for young children, teens, and adults this week. Toddler Time meets multiple times daily at the Main Branch, Mall Branch, and Iris Plaza locations with stories, songs, and movement activities for ages 12–36 months. Preschoolers ages 3–5 can join ABC's & 123's at various branches, while school-age children participate in Discovery Club (science, technology, engineering, and math activities) at the Mall and Iris Plaza branches. Teens ages 13–18 can attend The Mix at the Mall Branch on Wednesday afternoon for book discussions, crafts, and workshops, and Game On! at Iris Plaza on Thursday and Saturday for video games, tabletop games, and VR experiences.

Adults have their own offerings: Time for Adults sessions at both the Main Library and Mall Branch provide space to explore new interests; Talk MoVal meets Thursday and Friday for English language practice in a friendly setting; and Dragons in the Stacks on Tuesday and Saturday offers tabletop role-playing games for adults and older teens. Family Fun creative projects run across all three library locations on different days, and Pijama y Cuentos (Pajamas & Stories) on Thursday evening at the Main Library blends Spanish and English stories and songs for children under 5.

Building Up Lives Foundation runs a Shop for a Cause fundraiser Friday through Sunday at 6 p.m., offering discounted household goods, clothing, and electronics with proceeds supporting nonprofit operations. The foundation also distributes free food every Sunday at 2:30 p.m.

The Moreno Valley Public Library system will be closed Monday, October 12, for in-service staff training; regular hours resume Tuesday, October 13.
